Sir Ernest Bickham Sweet-Escott, KCMG: Administrator 1899, Governor 1903-1904


Mr. Sweet-Escott arrived in Seychelles on the 20th November, 1899. He was an exhibitioner of Worcester College, Oxford, with an MA degree. He was a professor at the Royal College of Mauritius and Colonial Secretary of the British Honduras.

He was instrumental in building new roads. Amongst some or his remarkable works were the building of the Cascade jetty, taking from Talbot to the mouth of the Cascade rive

Having been a practicing teacher he was most interested in developing the educational system of the country. He undertook a dramatic reform of the educational system and took a particular interest in the grant-in-aid schools with a view to increase the level of knowledge of English.

He reformed all government departments, particularly the Treasury. He devoted great attention to Agriculture and in 1901 he set up the Agricultural Department, followed by the first Agricultural Exhibition in September 1901, which was a remarkable success.

The Governor passed an Ordinance in 1900 which established a Central Board of Health which gave power for the creation of local Boards in the districts of Victoria, Praslin and La Digue allowing the inhabitants to have a voice in the local affairs.

In 1901 he also provided an internal postal service and local postmen appointed at Mahé, Praslin and La Digue. The Police Force was also put on a sound footing with the establishment of Police Stations where necessary leading to the strict enforcement of law and order.
